PMCJ lauds Albay for continuously embracing the path toward sustainable, renewable energy future

Quezon City, Philippines — The Bicol region sits at the front of the path of typhoons and storms. Just recently, the province of Albay suffered landslides and flooding caused by Typhoon Ada, the year’s first typhoon. With the frequency and strength of storms like this continuously increasing because of the climate crisis, the Philippine Movement for Climate Justice (PMCJ) welcomes the continued steps the province has been taking to make an example of a climate-resilient and climate-adapted province for the whole country.
“Recently, PMCJ engaged with the local government units (LGUs) of Tiwi and Malilipot in Albay, where the energy and local climate issues were discussed, along with the formulation of a Climate Action Plan with the Municipal Disaster Risk Reduction Management Office of Tiwi, and a schedule for future engagements and formal discussions was established,” said Ara Mae Ocampo, regional project lead on Bicol region energy transition of the PMCJ.
PMCJ also took part in meetings and discussions with Daraga Mayor Victor Perete on Feb. 4, 2026, and Legazpi Mayor Hisham Ismail on Jan. 27, 2026, about the various updates on their municipality’s road to a renewable energy (RE)-powered future. This includes discussions about the proposed RE Code, the 100-megawatt (MW) solar farm in Legazpi, and more assurances to ensure Albay’s transition to RE.
Tet Triunfante, spokesperson of Albay Renewable Energy Alliance, said that the continued support of Albay LGUs is key to making the province the center and pioneer of Bicol in honing a jurisdiction powered by climate-safe energy. “The road we are taking is being paved as we walk towards the destination. We remain confident that what we set out to do even before the Albay RE and Investments Summit in 2024 remains fully possible, and each engagement we make with the people of Albay brings us one step closer to our goal.”
Foreign investors and partners pledged ₱84 billion during the Albay Renewable Energy Summit in 2024, a milestone that marked the beginning of Albay's continued growth today.
“It is not enough to simply transition to renewable energy. The people must lead this transition in the communities, and it must benefit them first and foremost. They will have to feel the lowered electricity prices brought by the power of the sun and the wind, and its abundant and reliable supply must be noted,” said Noel Rosal, Albay governor.
On Jan. 27, 2026, PMCJ also visited the Cinko Food Products, where solarization of the facilities and the immediate area were discussed with barangay officials. Ligao City also committed to the transition to renewable energy last July 2025.
“It is important to have an answer to the questions of what will happen if we phase out fossil fuels. Bicolanos provide the alternatives by integrating 100% renewable energy into our local economies through business models that take people and the planet into account. We couldn’t be any prouder that this RE work is being done in the Bicol region. We’ll make our 2026 a fruitful year for clean and sustainable energy,” said Rosemarie Quinto-Rey, convenor of Albay Renewable Energy Alliance.
Ian Rivera, PMCJ national coordinator, said, “Albay is riding on the crest of the renewable energy headwinds since it launched the RE and Investment summit in 2024. It broke the monopoly of coal power in the province when utility-scale projects began pouring in as a result of their call for 100% RE by 2030. Currently, the province has a total of 3 GW of RE in the pipeline, and more are still coming. The co-benefits of shifting to RE - clean, reliable, and affordable energy will soon break ground this year.” ###
