From Albay to Occidental Mindoro: Gov Gadiano declares 100% RE by 2030; signs MOU with PMCJ
Occidental Mindoro, Philippines — The Philippine Movement for Climate Justice (PMCJ) lauds the Provincial Government of Occidental Mindoro (PGOM) for strengthening its commitment to renewable energy (RE). Occidental Mindoro Governor Eduardo Gadiano signed a memorandum of understanding (MOU) with the PMCJ on Sept. 2, 2026, securing the province’s path to rapid, just, and equitable energy transition with specific programs, policies, and initiatives.
“Since 2025, the PGOM has seriously addressed the energy shift through a concrete pursuance of policies and programs that ensure reliable, clean electricity to address the fluctuating, expensive, and dirty energy from fossil fuels. This is a critical breakthrough from a province mired for many years with expensive and uncertain electricity supply, and under Governor Ed Gadiano’s leadership of articulating the exact business and financial model for the setting up of RE systems, the provincial government's critical infrastructures and services will be enjoying clean and stable supply before the end of this year. We can’t wait to see how Occidental Mindoro’s RE shift unfolds, referencing Albay province’s momentous progress,” said Ian Rivera, PMCJ national coordinator.
Rivera proudly laid out how Albay province pioneered subnational efforts to just transition to RE. From an RE and investments summit in 2024 to a just transition conference this year, Albay successfully crafted a blueprint and roadmap for the province’s shift. In Occidental Mindoro, Gov. Gadiano shared how the province is already charting the same path towards RE in its own health infrastructure.
“We initiated the solarization of the province’s seven hospitals since these facilities operate 24 hours a day, seven days a week, and have continuous, significant electricity needs. Solarizing these facilities was identified as a practical, economical, and strategic value to reduce electricity costs, stabilize the supply, and increase RE use within critical public infrastructure,” said Gov. Gadiano.
Gov. Gadiano also shared that the utility-scale RE project is currently underway. Under the proposed business model, PGOM will oversee and manage the RE systems to be installed across the seven hospitals. Meanwhile, the service provider will operate and maintain the systems under a financial and service contract with the PGOM. The government will pay for the electricity generated at an agreed tariff rate, lower than the prevailing electricity rate the province currently pays.
"The PMCJ fully supports PGOM's efforts. We have proposed drafting and developing an RE Code for the province of Occidental Mindoro. The proposed policy would help institutionalize the province’s RE agenda by establishing a clear policy framework, targets, mechanisms, and programs. This would ensure that the province’s commitment to a 100% RE transition translates into concrete, sustainable policies the provincial government can implement and sustain,” stressed Edwin Tesaluna, PMCJ senior RE officer.
Occidental Mindoro is one of the provinces that are hardest hit by climate catastrophes. Recently, some towns have been placed under a state of calamity following weeks of heavy rain due to Habagat. The province is also marred by the flood-control scam, which submerged rice fields due to collapsed projects.
“Intensified climate crisis brought us to a point where we seek systemic change. Subnational efforts are essential to achieving climate and social justice for the people and the environment. Provinces and their local governments can best attest to the real climate solutions our people need. Occidental Mindoro and Albay are two of the 10 provinces we are in partnership with, to drive the pace and speed of energy transition. We are striving for a rapid shift to show the national government how it is possible,” said Rivera.
The PGOM also aims to enter into a memorandum of agreement (MOA) with PMCJ to provide a more concrete framework to include just transition. In response, PMCJ expressed its commitment to provide the necessary support, advocacy, and policy inputs to help advance the province’s RE and just transition goals. ###
