Climate Emergency

Right now, there is an upsurge in different climate movements to campaign on the climate emergency. As of July 2019, there are 967 jurisdictions in 18 countries have declared a climate emergency. Populations covered by jurisdictions that have declared a climate emergency amount to 212 million citizens, with 47 million of these living in the United Kingdom. This means in Britain now roughly 70 percent of the population lives in areas that have declared a climate emergency. In New Zealand, the percentage is even higher: 73 percent of the population. It’s 24 percent in Switzerland and Spain. These countries felt that declaring climate emergency cities are adopting more powers to help curb the effects of climate change and the national government needs to declare an emergency and put resources in place to enable councils to help reduce carbon emissions. While seeing that there is not yet a global consensus in solving the climate crisis, it is but important that the Philippine Government must go ahead, plan, and prepare its people for the expected impacts. The Philippines, a country that is always at the top of the list of the most vulnerable to impacts of climate change must not dilly-dally in its preparation for the climate impacts.

For more than a decade, the Philippine Movement for Climate Justice (PMCJ) has been campaigning on the issue of climate, with the grassroots communities as the backbone of its campaign. These are the very communities that are not only in the frontline of climate justice campaign, but also the most vulnerable to impacts of climate change. This very nature of PMCJ further put us in the position to call for climate emergency, which led us to our campaign goal and objectives.

Campaign Goal

  • To push the Philippine government through the national and local Leaders, declare a climate emergency. A declaration that will mobilize the full force of the government and its resources in a comprehensive manner to prepare the people of the increasing climate impacts, address vulnerability and risks, prepare the adaptation needs and lastly address the root cause of the climate problem and its impacts to our people, economy and the entire ecology.


Campaign Objectives​

  • To build and raise public awareness on the issue of climate and make them realize that we are now in a situation of a climate emergency that threatens our very existence on this planet. Awareness to the extent that will make people recognize that we are now at the emergency level

  • Demand for the government to declare a climate emergency for it to act in an emergency manner.

  • Demand a full-scale climate action and mobilization adequate to what is being required from it.

  • For the Philippine Government to obligate the polluter countries' government to immediately fulfill their responsibilities under the climate convention and within the principles of climate justice.
