Building Safe, Sustainable, Resilient Communities

The Philippines by far remained as one of the most affected countries by climate change impacts and disasters. According to the 2016 Global Climate Risk Index by German watch, our country ranked 4th globally, which has been the trend for the past few years. Typhoon Yolanda illustrates the risks that we are facing and our vulnerabilities given our lack of resources and preparation for such events. Children, women and impoverished families of all sectors remain as the most vulnerable during climate change impacts and disasters. With the increasing climate change impacts, strong weather events and slow onsets now become the new normal in our society. Addressing climate change is a huge challenge so are the climate change impacts and other issues that aggravate and promotes suffering to the People.

While PMCJ still holds strong to its position that drastic reduction of carbon emissions of those responsible for the global warming is the only genuine solution against run away climate change, fulfillment of the obligations and responsibilities of those involved in the destruction of the climate are primary to address the needs for the affected communities, sectors and vulnerable countries.

Building a Safe, Resilient Communities for Children Women and Families (BSSRC-CWF) is essential in ensuring that injustices at the community level will be stopped. Opportunities to thrive based on climate justice, human rights, sustainable living, renewable energy and the participation of the people will be the fundamental in ensuring a safe and resilient community.

Different campaigns of PMCJ will be integrated at the ground level in the aim of showcasing alternative ways of peoples' development and ensuring that communities are protected. Throughout this process, the pursuit of this framework will help people thrive on their own way by providing a people centered development framework at the local and national level.

Through the years, PMCJ has reflected on its work and experiences with communities and members. These accumulated experience together with its engagement with government policies have provided rich insight and lessons, and become the building blocks for the framework of BSSRC-VSICWF. The People's Platform, a product of years PMCJ's campaign and work in communities affected by climate impacts from Ondoy to Yolanda together with PMCJ's continuing work and campaign on the impacts of the long term drought in Mindanao have helped in the crafting of the framework of BSSRC-VSICWF. This framework encompasses the work and experience of PMCJ on energy, mitigation, adaptation and the climate impacts on food, land, and water. The framework contained the elements that the people and communities should strive for to become safe, sustainable, resilient communities.


Campaign Highlights

Barangay Lake Danao Development and Rehabilitation Planning

In July 3-5, 2018, over 40 residents of Lake Danao participated in the first ever barangay development and rehabilitation planning. It was attended by former and incumbent barangay officials, barangay workers, parents, and the youth. The planning tackled how the residents of Lake Danao may demand their rights to housing and sustainable living from the local government. It is important to note that the planning kicked off the first anniversary of the destructive earthquake which left a large portion of Lake Danao homeless.

PMCJ helped in formulating the safeguards in building a safe, sustainable, and resilient Brgy. Lake Danao. The three-day event examined the current situation of the barangay in terms of housing and relocation, livelihood, agriculture/fisheries, ecosystem and land use, governance, health and sanitation, energy/power, education, disaster risk reduction and preparedness and recovery, climate governance, and ownership, access and control of resources.​​

Worsening Flood Situation in Metro Manila

The problem of flooding in Metro Manila can be determined historically. There have been over 360 disasters, 33,000 deaths, and more than 120 million people affected in the past 30 years. Typhoons and floods are identified to be economically and socially devastating.

It is within this narrative that we must go beyond how resiliency is currently defined—which is only bound to the immediate and long term threats of climate change. We must also dissect the systemic causes of our vulnerabilities that elevate the risks that the people are facing today. PMCJ seeks to be vigilant on the implementation of the Metro Manila Flooding Project which will modernize 36 existing pumping stations, and construct 20 new ones. This project will affect the cities of Manila, Pasay, Taguig, Makati, Malabon, Mandaluyong, San Juan, Pasig, Valenzuela, Quezon City, and Caloocan.
